Following the protests over its decision to restrict the enchanting of mantras and jaykaras near the Amarnath shrine, the National Green Tribunal (NGT) on Thursday, December 14 issued a clarification that it instructed the devotees to remain silent only in front of the Shivling.
NGT said that the restrictions are not applicable to any other part of the shrine. The green panel also directed the devotees to maintain a single queue from the last checkpoint leading to the shrine.
As tweeted by ANI, the tribunal, in a statement, said:
NGT issues clarification on Amarnath matter, says its not declared silent zone. Only restriction that devotees will maintain silence in front of Shivling. Not applicable to any other part. One way queue will be maintained

What NGT said before
The green tribunal on Wednesday, December 13 had declared the holy shrine a ‘silent zone’. The body restricted devotees from chanting mantras and carrying personal items including mobile phones beyond the last checkpoint to prevent avalanches and maintain the sanctity of the shrine.
In its order, the tribunal had directed the Amarnath Shrine Board to remove the iron grills in front of the Shivling so that the devotees could get a better view of the structure. It also ordered the board to construct a place where the pilgrims could keep their valuable items. However, the move was severely criticised by the people.
